The pace bowler has secured 309 wickets in 71 Test matches with an average of 22.10.
Australia's selection chief the selector has declared that skipper Cummins will have a crucial role in this winter's Ashes series.
Rumors had circulated that Cummins might miss the series due to a ongoing back issue that remained unresolved.
Initial reports from the Australian camp suggested no official announcement had been made regarding Cummins' participation, with the Test matches set to start on 21 November in Perth.
The selector shared that the captain is progressing and was "optimistic" about the prospects of taking part.
"We know that the clock is ticking and various factors at play, not only his injury, but further aspects," Bailey remarked.
"The outlook is good. [We are] really confident that he will feature a key capacity. Hopefully it's the first Test. If not, we'll adjust."
Previous Setbacks
The captain missed the ODI and T20 games against both Asian and Trans-Tasman rivals in the previous weeks after medical tests showed a lower back issue.
He has a history of recurring issues, with recurrences in several earlier campaigns forcing him out of multiple domestic campaigns in four years.
He emphasized he would be proactive in his approach in his comeback strategy to make the squad for the contest.
Bailey noted that it was unclear if he had started his bowling workouts as part of his rehabilitation but acknowledged it was "becoming urgent" for him to recover fully for the opener.
Alternative Arrangements
If he's unavailable, ex-skipper Smith will take over the captaincy.
All-rounder Cameron Green was recently pulled out from Australia's squad for their one-day international series against India as a preventive step because of discomfort in his torso.
Bailey described it as a "minor" injury and confirmed that he'll feature in the Sheffield Shield, so will be "well-prepared to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to be available for the first Test as an dual-role player," Bailey explained.
"He was only going to play the initial matches in any case. The way he swings the bat in limited-overs, if it causes any delay for a short period, the choice was made to adopt a safer strategy."
